He was a man of personal integrity. He was honest -- he wasn't in it for the money. But he was also prepared to live with the foibles and the shortcomings of his colleagues and his associates. And many felt that he was too tolerant. He was a kind of "live and let live" person. One of his pet phrases was "Well, we can agree to disagree." It made him, of course, a more attractive person. In some ways, it made him possibly a less effective politician. He hated to fire people. If they were friends of his, and almost everybody became his friend, and they were cabinet ministers, when they became an embarrassment to the government, he was very reluctant to throw them out. So, there were the pros and cons, but he had tremendous loyalty.
